This position currently qualifies for a hybrid telework option with routine office and remote workdays.

The purpose of the Environmental Specialist I is to work with a variety of the Division's permitting programs, including NPDES and Non-discharge permitted facilities.
Key
Responsibilities:
Performing on-site compliance evaluation inspections of permitted NPDES, Non-discharge, and associated wastewater collection systems.
Perform regional activities required for processing new and renewing permits.
Conducting field investigations regarding reports of discharges or other instances of non-compliance at permitted facilities.
Conducting field investigations regarding citizen or other complaints related to the Division's programs including responding to a range of environmental spills and emergencies.
Conducting office work related to documenting and preparing correspondence associated with compliance evaluation inspections, staff reports for permitting, entering data regarding spills, and preparing enforcement documentation.
This position may also be involved with the Division's Ambient Monitoring Program collecting water samples from streams throughout the Mooresville Region.
Additional Information:
This position requires the ability to walk through rough, steep, and uneven terrain and work in unfavorable conditions, including exposure to inclement weather, noise, dust, fumes, machinery, and insects.

The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers.
This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts.
The Division comprises six Sections:
Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning.

Ability to apply the basic environmental concepts, practices, and theories involved in the design, development, review, permitting, and/or operations of projects/sites and their potential environmental and safety impacts.
Ability to analyze, manipulate and evaluate information/data, including the use of software.
Ability to formulate or assist in the development of management alternatives and recommendations.
Ability to organize and direct moderately complex research or field studies.
Ability to prepare written/verbal reports; and ability to work with considerable independence.

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution; or an equivalent combination of education and experience.
